Good Hotel, temperature in winter might be too hot

Main thing first: I am sitting in the hotel room on Floor 21 when outside it is -30 degrees (minus thirty) and inside it is +26. The heater works like we are on some Soviet time coil-powered locomotive and you are running the one. No, window WAS open all day. Cleaners left window open to -30 C air but they removed the blankets I put on the heater to block it off. And that -30 air flow was NOT enough to cool down the place. Gladly yesterday they left some blanket on while opening window, which made temp inside really comfortable over the day when we were away.
The heater can be dialed down only by a technician whom you can invite (or with pliers :). I had technician to visit me but adjustment he made was not enough. I was not able to change the room due 100% load. Now I am going to cover heater with blankets and open the window again.
I got a word that other floors might complain of rooms being too cold. To be fair, I run into such situation in very good hotel in The Hague once.
Dear hotel Vega, I am sure you will read this. Get. The. Thermostats. Installed. In. Your. Rooms. Heaters. We are in XXI century and you are a very good hotel otherwise!
Apart from that, clearly a well-run 4-star hotel. I like the room, I like the kettle and free tea and water (you cant drink tap water in Russia), the bathroom is just like in any other cool hotel, beds are great, you can choose two pillows and you have normal and warm blankets in the room (if you feel like +26 is too cold). Also, other amenities such as breakfast (not tested), gym (also not tested). Service was really attentive and sincerely tried to help with hot room situation. When I just entered the room, I got a call with question if everything is all right (though that call did not really helped with resolving the temp issue). The hotel is quite clean and offers a stay that does not differ for instance with similarly-rated hotels in Germany. You get the bathrobes with hotel insignia, of course, I like this :)
Noise isolation is average, though I mainly hear footsteps from other floors, not detailed noise.
One minor issue: be prepared for waiting quarter an hour if you happen to register in hotel by midnight. They have thing called "night audit" in their computer system so it is not operating for ~15 minutes. But this is really minor.
I liked that security is quite tight. You got to show your plastic key when entering the elevators to a waiter that looks like a boxer. Bags are screened and there are armed policemen in the lobby at all times and additionally outdoors.
I really liked the location of the hotel. It is not central, but situated 200 m from one of subway lines and it is ~6 stations till city center. It is located inside set of other hotels. The area is covered by round the clock restaurants, drugstores, Subway, grocery stores. This is special, usually in Moscow there are not so many 24-hour places. Some shopping mall is also close by. So for a visitor there is no need to get your groceries from the other location.
So, great hotel but mixed feelings due to heating issue. less

The heating system in our hotel is part of a central heating system, we must urge you to not to use “pliers” on the thermostat. Heat runs from the roof of the hotel downwards throughout the floors making heating through the building more efficient. When outdoor temperatures are too extreme (-30) we take all the appropriate measures to make sure everyone is warm. Out hotel has 24 hour staff to assist you with any case.
